Does anyone have any idea who (what) is eating my dogwood leaves? Could it be leaf cutter bees? Do we have them here?

Definitely leaf cutter bees. A few years ago they liked our epimediums but this year they are using various plants. They are ground or cavity nesters and one of the best pollinators. They carry pollen on their abdomen.
