I have a number of bare rooted Phlomis russeliana(Turkish or Jerusalem Sage) for sale. These are an amazing drought tolerant perennial with lots of interest in all seasons. The leaves form a lovely evergreen rosette and in the spring tall spires emerge with yellow tiered flowers. When they have finished flowering and the stalks turn brown later in the year you just leave them in situ and they add height and winter interest to the garden, the leaves remain green. They look stunning when rimed with frost.
