How to Get Rid of Periwinkle

I have periwinkle that is growing all along a fence line and into a Douglas Tree under canopy. It is hard to pull out. Does anyone know how to eradicate it? I would like more native plants in my yard and fewer invasive species.

They don’t actually root very deeply into the ground. I removed some from our place by using a small trowel to pry the roots out of the soil while pulling lightly on the vines. After doing that two growing seasons in a row, they were gone. It is best done in spring when the ground is moist.
