Does anyone know if we can harvest sea asparagus along our local beaches or is it only found on the outer Coast, such as the Tofino area?

Wow, sea asparagus, not sure about that. I would try and reach out to Comox Valley Nature, they have a botany group that may be able to answer your question.
I have harvested, and eaten, sea asparagus on Hornby Island. It’s delicious! I believe I saw it at Miracle Beach a couple years back (the north end).
